Risks

  • The partner selected or given by the donor does not have the right profile or the necessary capacity for implementing a project according to the acceptable standards.
  • The identified project does not address the real needs and/or may serve specific interests (of suppliers or beneficiaries).
  • The partner tries to shift responsibility to Helvetas.

Good practice

  • As part of section 1.1.2 on assessment of partner’s procurement, the partner should have met the minimum standards. If the partner is imposed by the donor, Helvetas should have informed the donor about the identified risks and reflected upon its responsibilities.
  • Conduct needs assessment before deciding to finance the project. Engage external consultants to assess the needs and/or the project proposal of the partner.
  • Support the partner to reinforce its capacities.
