2. Activity phase (monitoring the procurement process of the partner)

This phase is about the procurement conducted by the partner and the role of Helvetas in this process. It carries the highest risks in the entire collaboration, and the staff involved should be highly alerted during the entire process!

Helvetas should ideally have a facilitative role, however quality assurance mechanisms need to be available to ensure that procurement is done in a fair and transparent manner.
